Elan Kaplan is an Assistant Public Defender in Delaware County in the Pre-Trial Division. Prior to moving to Delco Defenders, he spent a year at the Bucks County Office of the Public Defender working as an Assistant Public Defender. He has handled preliminary hearings and and summary trials, represented indigent clients in child support contempt hearings, represented clients in Mental Health Procedure Act hearings, argued miscellaneous motions, written appeals, and argued before the Superior Court.
Prior to being a Public Defender, Elan worked as a Judicial Law Clerk, an AML investigator and a fundraiser for an environmental nonprofit. Elan is an alum of Penn State Dickinson School of Law, which is where he first gained an interest in becoming a Public Defender and completed internships at the New Jersey Office of the Public Defender in Gloucester County, the York County Public Defender, and the Dauphin County Public Defender.
Outside of work, his interests include cooking, the Los Angeles Dodgers, and watching ambient television.
Our mission is to provide tools, strategies, mutual support, training and information to Public Defender Offices in Pennsylvania; to be the voice of public defense in Pennsylvania; and to promote best practices in the leadership, management, and administration of justice in Pennsylvania.
