Kaitlyn Mills

2025 Emerging Leader

Mills, Kaitlyn

Kaitlyn Mills is currently an Assistant Public Defender with the York County Public Defender’s Office. Prior to working as a Public Defender, Kaitlyn was a Judicial Law Clerk for the Honorable Merrill M. Spahn in Lancaster County. She has worked as a Public Defender for nearly four years with two different offices. Kaitlyn handles cases in the adult justice system but also has experience assisting with juvenile delinquency cases. Kaitlyn has volunteered to speak to high school students regarding the justice system, specifically to highlight the challenges that indigent clients face. Kaitlyn recently was nominated for and won PDAP’s 2024 Rico Award, much to her surprise.

Kaitlyn graduated from Widener Delaware Law School in December of 2019. She enjoyed her Post-Conviction Remedies course the most and has maintained a passion for criminal law and providing the best representation possible for her clients. Kaitlyn earned her bachelor’s degree in Criminal Justice (pre-law) at DeSales University, with minor focuses of Psychology and Law and Society.

Outside of work, Kaitlyn enjoys baking (and sharing her baked goods), exploring new cafés, hanging out with friends, and being the best cat mom she can be. Kaitlyn also enjoys collecting Stanley cups – her newest addition is the Elphaba Wicked Stanley.
